The data cache will be quite big (for me it was around 2GB) and as a developer it's something I clear out once a month, I spent 2 days trying to fix this problem so decided to do a quick 'cleanup' while I was at it, cleared out the cruft and figured "eh what the hell lemme one more time" and stuff just started working like magic, didn't even need to restart the Oculus app thing, it just suddenly started working.
